Ekurhuleni’s Ongoing Leadership Struggles
Ekurhuleni metropolitan municipality, has witnessed the appointment of its fourth mayor in as many years. Nkosindiphile Xhakaza, an African National Congress (ANC) councillor, has taken up the mantle in a bid to steer the troubled metro towards stability and improved service delivery. However, his inauguration comes amidst a backdrop of immense challenges that have plagued the region for years.
Xhakaza’s Appointment: A Glimmer of Hope?
Xhakaza’s ascension to the mayoral position follows the removal of his predecessor, Sivuyile Ngodwana, in a vote of no confidence nearly two weeks ago. The municipality had been without an executive mayor during this interim period, exacerbating concerns about governance and service provision.
Resident Skepticism: Lingering Doubts Amidst New Leadership
The appointment of Xhakaza, though met with hope by some, has left many residents skeptical about the prospect of tangible change. Years of neglect and administrative turmoil have resulted in a litany of issues, ranging from uncollected waste to infrastructure decay and deteriorating public services.
Challenges on the Ground
Residents and community leaders across various districts within Ekurhuleni have expressed disillusionment with the state of affairs. Phakela Maitse, representing the Palm Ridge Community Forum, lamented the lack of waste collection over the past year, citing it as a recurring problem indicative of broader municipal negligence.
Expressions of Discontent and Frustration
Similarly, Xolani Mnisi of the Tembisa Community Forum echoed these sentiments, highlighting persistent challenges with waste management and sporadic service provision. Mnisi’s skepticism about the new mayoral appointment reflects a prevailing sentiment among residents who have endured years of unfulfilled promises and bureaucratic inertia.
Jakkie Janse van Vuuren, chairperson of the LamDel Residents Association in Germiston, emphasised the urgent need for substantive action to address the municipality’s myriad issues. Van Vuuren stressed the importance of allocating resources efficiently and empowering municipal workers to tackle critical challenges affecting residents and businesses alike.

Xhakaza’s Background: Familiar Figure, New Responsibilities
Xhakaza’s background within the ANC and previous roles in municipal governance position him as a familiar figure within Ekurhuleni’s political landscape. However, his success as mayor will hinge on his ability to navigate the complexities of coalition governance and implement effective strategies to address systemic issues plaguing the metro.
Analysts have criticised the recurring instability within Ekurhuleni’s leadership structure, citing its detrimental impact on service delivery and public trust. Sonet Solomons, a lecturer at the University of South Africa, underscored the need for sustainable co-governance models to prioritise citizen needs and restore confidence in municipal institutions.
Dr. Edwin Yingi of Unisa echoed these sentiments, cautioning against the pitfalls of ineffective coalition governance and emphasising the importance of establishing regulatory frameworks to govern such arrangements.
Navigating Towards Meaningful Change
As Xhakaza assumes his mayoral duties, the eyes of Ekurhuleni residents remain fixed on the prospect of meaningful change. The challenges ahead are daunting, but with concerted effort and decisive leadership, there is hope that the metro can overcome its current tribulations and emerge stronger than before.
